The sites that I have found for grants all want a credit card number or money. Are there any sites that are free, or is there anywhere where I can pick up a grant application?

Nothing other than direct loans are cheap in the US!
Rural Development Housing & Community Facilities Programs Direct loans are those that are lent to low income groups for housing, but you may not qualify unless you have a low income as specified by the government.
Most direct loans do not require lines of credit or credit card.
Rural Development officials should make a decision within 30 days of the Rural Development office’s receipt of the application.

But I wonder you are in a rural area or have a low median income. These loans are quite pricky to avail, but still try your luck.
I am unaware where you are from in the US.
Each area has a toll free number. Just google search USDA toll free and your location, you will get the toll free number and you can have things clarified therein.
