Can I use grant money to reimburse purchases made before the grant was awarded?

The use of grant money on reimbursing
purchases before the grant was awarded
depends on the grant you are applying for.
There are grants that specify complete
reimbursement of the purchases incurred using
the grant money prior to the approval of the
grant provided that it is specified on the
line-item budget duly approved by the
grant-awarding body. Therefore, the use of
grant money for reimbursement of purchases
made prior to the awarding of the grant is
applicable.
On the other hand, there are also grant
agreement which states that "no purchase may
be incurred prior to the awarding of the
grant". In other words, you can not made any
purchase prior to awarding the grant to you,
which means there will be no reimbursement
that will happen because you did not make any
purchases prior to the approval of your
grant. Therefore, the use of grant money for
reimbursement is inapplicable.
